TRU OVERLASHING POLICY The FCC has ruled that existing attaching entities may overlash their own existing attachments at no additional charge, provided the overlashing does not “significantly” increase the burden on the pole. The third party must have permission from the attachment owner and an agreement with the pole owner to overlash. If the third party is a telephone, railroad or utility and if this is the third party’s initial pole attachment, then a joint use pole fee will be charged.

PUBLIC/PRIVATE OVERLASHING POLICY The FCC has ruled that existing attaching entities may overlash their own existing attachments at no additional charge, provided the overlashing does not “significantly” increase the burden on the pole. This is NOT considered a separate attachment for which an attachment fee is required. The third party must have permission from the attachment owner and an agreement with the pole owner to overlash.
